Stock Holding Corporation of India Limited (StockHolding) has been authorized by the Government of India, Ministry of Finance, Department of Economic Affairs to design and operate the Computerized Stamp Duty Administration System (C-SDAS) or e-Stamping as Central Record Keeping Agency (CRA) for collection of non-judicial stamp duty in India.

Subsequently, StockHolding designed the e-Stamping System which is a web based software application incorporating several security features. e-Stamping is a secure way of collecting stamp duty and remitting the same to State Government.

e-Stamping is a leading edge internet based application which provides convenience to the public of stamping their documents without undergoing the hassles associated with the physical stamp paper. The e-Stamp Certificate which replaces the physical stamp paper is secured and tamper-proof. With e-Stamping, the public at large gets a fast and convenient system.

Security Features:

  • UIN (Unique Identification Number):- It is a 20 Digit Alphanumeric unique number generated once in the lifetime of the system
  • 2D Bar Code: – All the important information of e-Stamp Certificate is encrypted in a 2D Bar Code and can be accessed using a Bar Code Scanner.
  • Transaction Details:- Name of the First Party, Second Party, Address, Article Number, Consideration Price, Stamp Duty Amount, Stamp duty Paid by are captured to prevent any misuse. The data so generated is available for all times to come.
  • e-Stamp Certificate is printed on secured stationery depending on State specific requirements.
  • e-Stamp certificate is verifiable by citizens on the internet. Moreover the same can be verified and locked by the Sub Registrar. This ensures total transparency and there is no possibility of any misuse and prevents revenue leakage.

Modes of e-Stamping available to the citizens (as approved by the State Governments):

A) Through an Authorised Collection Centre ( ACC ) /Stock Holding Counter

  • Citizen submits the duly filled application form at the ACC/Stock Holding Counter along with the Stamp duty amount. Authorized Collection Centres are Banks, Financial Institutions, Licensed Stamp Vendors, Citizen Service Centre, Cooperative societies etc. as approved by the State Governments.
  • Relevant details are entered in the system
  • e-Stamp Certificate is generated
  • Print out of the e-Stamp certificate is handed over to the Citizen

B) Online payment and Printing

  • Citizen has to do a one time registration for generation of Login Id and password at www.shcilestamp.com
  • Account activation done through the link provided on registered email Id
  • Citizen has to enter relevant details in the system like Name, Property details, Amount etc. The stamp duty amount and the Article are as approved by the State Government.
  • Citizen can make an online payment through Net banking /Debit Card/ RTGS/NEFT.
  • Once payment is successful, system will generate receipt number
  • Citizen can print the e-Stamp Certificate

C) Online payment and Collection of e-Stamp certificate from the nearest Stock Holding Centre

  • Citizen has to do a one time registration for generation of Login Id and password at www.shcilestamp.com
  • Account activation done through the link provided on registered email Id
  • Citizen has to enter relevant details in the system like Name, Property details, Amount and select Stock Holding centre convenient to him for collecting the e-Stamp certificate.
  • Citizen can make online payment through Net banking /Debit Card/ RTGS/NEFT.
  • Once the payment is successful, system will generate payment acknowledgement.
  • Citizen visits the selected Stock Holding centre and collects the print of the e-Stamp Certificate.

D) Online payment and Home Delivery of e-Stamp certificate

  • Citizen has to do a one time registration for generation of Login Id and password at www.shcilestamp.com
  • Account activation done through the link provided on registered email Id
  • Citizen has to enter relevant details in the system like Name, Property details, Amount etc. and address for delivery.
  • Citizen makes online payment of Stamp duty through Net banking /Debit Card/ RTGS/NEFT plus applicable courier charges.
  • Once payment is successful, system will generate receipt number.
  • Stock Holding branch will print the e-Stamp Certificate and courier the same to address provided.

Reach:

Currently, e-Stamping is operational in 23 States/ UTs. Gujarat was the first State to launch e-Stamping in the year 2007. The latest state to implement e-Stamping is Meghalaya where the same has been inaugurated in Nov 2021. StockHolding has a network of service providers called Authorized Collection Centres which includes Banks, Financial Institutions, Licensed Stamp Vendors, Citizen Service Centres and Cooperative societies etc.

Court Fees (Judicial Stamp Duty):

Judicial stamp papers are generally used for a legal purpose or for court cases. The Judicial stamp papers are also commonly known as court fee stamp paper. The case may not be admitted without payment of court fees. In India historically this can refer to adhesive stamps that are attached to court documents which acknowledge the payment of court fees.

e-Court Fee system as designed by Stock Holding Corporation of India Limited is a web based application that provides the citizens the convenience of paying court fees electronically. e-Court fee is a pre-requisite for paperless courts and e-filing of cases. . E-Court Fee is operational in 16 States and Hon’ble Supreme Court of India has also implemented e-Court fees system.

Modes of e-Court fee payment  

a) Authorised Collection Centre ( ACC ) / Stock Holding Counter

  • Citizen submits the duly filled application form at the ACC/ Stock Holding Counter and pays the Court Fee by Cash/ Cheque/ DD/ NEFT/ RTGS
  • Relevant details are entered in the system
  • e-Court Fee receipt is generated
  • Print out of receipt is handed over to the Citizen

b) Online

  • Litigants / Advocates  has to do one time registration for generation of Login Id and password at www.shcilestamp.com
  • Account activation done through the link provided on registered email Id
  • Litigants / Advocates  has to enter relevant details in the system viz Name of Litigant and Court fee Amount
  • Litigants / Advocates makes online payment through Net banking or Debit Card
  • Once payment is successful, system will generate e-Court fee receipt number
  • Litigants/Advocates print the e-Court Fee Receipt online

e-Registration fees and associated fees/charges Collection system

Registration Fees – Registration Fees is a fee payable to the State Government for registration of a document/instrument as per their schedule of charges. State Government also charges various other fees like Service Charges, Mutation Fees, Pasting Charges, Scanning charges, Search Fee, Copy Fee etc. when the document is presented for Registration. Registration fees and other associated fees are traditionally accepted by the State Government mostly in Cash at the time of Registration.

e-Registration Fees Collection system :

StockHolding has developed the e-Registration Fee Collection system to collect Registration fee and other fees as an e-Governance initiative and Ease of Doing Business (EODB) in line with requirements of the various State Governments. It is a secured electronic way of collection of Registration Fees along with the other Charges and remitting the same to the State Government in respective heads as a single entry.  E-Registration Fee system is operational in 6 States / UTs

  • Citizen can make online payment through Net banking /Debit Card/ RTGS/NEFT.
  • Once payment is successful, system will generate receipt number.
  • Citizen can print the e-Registration Fee Receipt
